I am currently looking at purchasing a resale apartment in Varna and am wondering how much room there usually is for negotiation with Bulgarian sellers. Is it common to offer significantly below the asking price, or is the market currently too competitive for that? I would appreciate any advice from expats or locals on how to approach the negotiation process professionally without offending the seller.
